2009: Protecting Children in Cyberspace
This year, to mark World Telecommunication
and Information Society Day, ITU Council adopted the theme: “Protecting
children in cyberspace”.
At WSIS, ITU was entrusted by
leaders of the international community with Action Line C5: “building
confidence and security in the use of ICTs”. The WSIS outcomes also
specifically recognized the needs of children and young people and their
protection in cyberspace. The Tunis Commitment recognized “the role of
information and communication technologies (ICT) in the protection of children
and in enhancing the development of children” as well as the need to
“strengthen action to protect children from abuse and defend their rights in
the context of ICT”.
ITU’s Child Online Protection (COP)
initiative is in line with its mandate to establish the foundations for a safe
and secure cyberworld for future generations. The need for COP is clear. A
decade ago, there were just 182 million people using the Internet globally —
and almost all of them lived in the developed world. By early 2009, however,
there were over 1.5 billion Internet users worldwide, and more than 400 million
of them had access to broadband. With over 600 million users in

60 per cent of children and teenagers talk in chat rooms on a daily basis.
Three in four children online are willing to share personal information about
themselves and their family in exchange for goods and services. And one in five
children will be targeted by a predator or paedophile each year. The COP
initiative — an integral part of ITU’s Global Cybersecurity Agenda — was
presented at the High Level Segment of ITU Council 2008, where it was endorsed
by Heads of State, Ministers and heads of international organizations from
around the world.
The theme of this year’s WTISD aims
at ensuring that children can safely access the Internet and its valuable resources
without fear of falling prey to unscrupulous predators in cyberspace.

World Telecommunication Day
World Telecommunication Day has
been celebrated annually on 17 May since 1969, marking the founding of ITU and
the signing of the first International Telegraph Convention in 1865. It was
instituted by the Plenipotentiary Conference in Malaga-Torremolinos in 1973.
World Information Society Day
In November 2005, the World Summit
on the Information Society called upon the UN General Assembly to declare 17
May as World Information Society Day to focus on the importance of ICT and the
wide range of issues related to the Information Society raised by WSIS. The
General Assembly adopted a resolution (A/RES/60/252) in March 2006 stipulating
that World Information Society Day shall be celebrated every year on 17 May.

As any good parent knows, children are
among the most resilient forces in the universe. They can have the measles,
mumps, chicken pox or whooping cough - and still be running around the next
week as if nothing happened. They can fall on their heads and require no more
than a cuddle. Every day, they encounter something new and adapt.
So why do we need to protect them? 
Because besides being resilient,
children are also trusting and naive. Which is wonderful - thank goodness! But
it means that they are vulnerable to people out there who don't necessarily
have the best at heart for our children. Who would take advantage of them? Who
would hurt them? That was one of the reasons why I founded World Childhood
Foundation in 1999 - a Foundation dedicated to preventing the abuse and exploitation
of children.
It is also why I find it a great
honour and a privilege to have been asked to be the patron of the World
Telecommunication and Information Society Day 2009. The digital age offers
great promise: of learning, of sharing, of connecting with each other around
the world. But it also presents dangers that are all too real. Dangers which
- because of the technology of the Internet - are not limited by
national borders. This means that we must work together like never before if we
are to protect our children. In cyberspace, we really are only as strong as our
weakest link; we are only as secure as our weakest hub.
There's an old Swedish proverb that
goes like this:
"Fear less, hope more - Whine
less, breathe more - Talk less, say more - Hate less, love more - And all good
things are yours."
Despite the very real dangers, I
believe wholeheartedly that there is a better future ahead of us. If we are
bold, if we work in good faith and don't just talk but take action to protect
our children, then all good things will indeed be theirs.

2009: Call for Action
During this year’s WTISD, ITU calls
upon all stakeholders (policy makers, regulators, operators and industry) to
promote the adoption of policies and strategies that will protect children in
cyberspace and promote their safe access to online resources.
This will not only lead to the
building of a more inclusive information society, but will also enable Member
States to meet their obligations towards protecting and realizing the rights of
children as laid out in the United Nations Convention on the Rights of the
Child, adopted by UN General Assembly resolution 44/25 of 20 November 1989.
We invite you to consider
organizing programmes in your country to mark WTISD 2009 with a focus on the
theme of Protecting Children in Cyberspace. It would be useful to involve all
sections of society to formulate awareness and consensus on the issues
underlying the theme.

Information Society Award 2009
Since the conclusion of the World
Summit on the Information Society (WSIS) in November 2005, the World Day has
been marked by a high-profile ceremony that includes the presentation of the
ITU World Telecommunication and Information Society Award to distinguished
laureates for their contribution towards building an inclusive and more
equitable Information Society. This year, the awards will focus on eminent
personalities who have contributed to protecting children in cyberspace.

Un decologo sui pericoli per i giovani on line
I maggiori pericoli per giovani che usano Internet? Essere
cosciente che vi sono tantissimi individui con l’identità mascherata, pedofili
nascosti, pornografia verbale e appuntamenti al buio; ma anche l’imperversare
dello stalking, del cyberbullismo, del furto d’identità, della violazione o del
basso livello della privacy. E, per chiudere, il rischio di evasione dalla
realtà. A produrre il particolare decalogo è stata la redazione del sito
internet skuola.net.
Alla descrizione dei pericoli, la community web, che dal 2000
rappresenta un punto di riferimento degli studenti delle scuole superiori
italiane, ha affiancato dei saggi consigli per evitare di incorrervi: modalità
pratiche di comportamento che, soprattutto per i più giovani ed inesperti,
possono risultare particolarmente utili.
Il problema dell’identità, spesso celata, viene introdotto con una
metafora: «Nella vita reale se qualcuno si maschera puoi accorgertene subito.
In Rete è molto semplice assumere identità diverse da quella vera. Quindi - il
consigliano da scuola.net - non dare mai indirizzi, numeri di telefono o altre
informazioni che ti rendano rintracciabile a persone che non hai già incontrato
nella vita reale».
Molta attenzione va posta anche ai possibili pedofili: «Se ti
trovi in un sito dedicato ai giovani e incontri un adulto - fa sapere sempre il
sito internet - sii prudente. Cosa ci fa un adulto sul sito dove si aiutano gli
studenti a svolgere i compiti? Se ti contatta, fai attenzione ai tuoi dati
personali e agli appuntamenti».
Discorso analogo per la pornografia verbale («esistono forum per
ragazzi dove si discute sul sesso usando un linguaggio esplicito, luoghi dove è
più facile incontrare persone che hanno secondi fini, quindi è meglio evitarli»)
e per gli appuntamenti al buio: «Molti ragazzi vogliono incontrare gli amici
virtuali. Se anche tu ne hai voglia, prendi appuntamenti in luoghi molto
frequentatati e fatti sempre accompagnare. Infine non dimenticarti di avvertire
i tuoi genitori su orario e luogo dell’incontro».
Una delle pratiche che attraverso internet sta prendendo corpo
negli ultimi tempi è poi lo stalking: «Se qualcuno ha il tuo numero di
telefono, conosce il tuo indirizzo di casa, sa dove vai a scuola o in palestra,
può usare questi dati - mettono in guardia gli esperti - per intromettersi in
maniera molesta nella tua vita privata».
Attenzione poi al cyber bullismo, perché su Internet «è facile
diventare bulli, non serve la violenza fisica. Un fotomontaggio che ti ridicolizza
può farti star male se lo vedono i tuoi amici. Se qualcuno apre un gruppo sul
tuo social network con lo scopo di prenderti in giro, potresti rimanerci molto
male. Se sei una vittima di questi comportamenti - consiglia la redazione -
segnala gli abusi ai gestori del sito dove si trova il materiale».
Un’altra pratica molto in voga quando si parla di digitale e
Internet è il furto di identità. La redazione del sito dedicato ai giovani
mette in guardia dagli scambi di persone, molto più facili da realizzare che
nella vita reale: «Se un ladro ti ruba il passaporto - spiegano - difficilmente
potrà usare la tua identità. Ma se qualcuno conosce username e password, può
usare indisturbato il tuo nome e la tua faccia virtuali. Perciò usa password
complesse (es. numeri e lettere) e imposta domande di ’recupero password’ a cui
solo tu sai dare una risposta».
Internet è poi un “terreno” dove per violare la privacy non è
necessario essere degli informatici e dei super-esperti di Reti. Per andare ad
impadronirsi dei profili privati, sempre se siano reali, basta entrare nei più
comuni e gettonati social network e sapersi destreggiare al meglio.
Scuola.net spiega che per difendersi da questo pericolo occorre
«impostare sempre i “livelli di Privacy”» ad un livello tendenzialmente alto
«affinché i tuoi dati non siano mai pubblici. Le informazioni che ti riguardano
- sottolineano - sono di tua proprietà. Perciò se trovi una foto o un video che
ti riguardano su Internet, ma non sei d’accordo, puoi segnalare l’accaduto ai gestori
del sito dove si trovano questi contenuti».
L’ultimo punto da evitare a tutti i costi è, infine, l’evasione
dalla realtà: «Esagerare con le relazioni virtuali - dicono sempre dal sito
studentesco - può isolarti dal mondo reale. Non stare troppe ore al pc, esiste
ancora la vita reale».
Il decalogo è stato realizzato nell’ambito delle settimane
nazionali della “Sicurezza in Rete”: un’iniziativa volta alla sensibilizzazione
degli utenti dei social network sulla navigazione sicura, promossa da
SicuramenteWeb in collaborazione con Skuola.net, l’Unione nazionale
Consumatori, la Polizia Postale e delle Comunicazioni, Abilab.

Giornata Mondiale Tlc dedicata ai minori
Internet
in difesa dei minori: «l’Italia è all’avanguardia per combattere i rischi della
Rete». Lo afferma Paolo Romani, Vice Ministro allo Sviluppo Economico con
delega alle Comunicazioni, in occasione della giornata mondiale delle
telecomunicazioni. «Il Ministero è da anni impegnato nella tutela dei minori
nell’uso delle nuove tecnologie di comunicazione sulla rete - spiega Romani -
sia attraverso la regolamentazione sia con l’informazione. Va ricordato il
Decreto contro la pedopornografia in rete che ha definito i requisiti tecnici
che i provider di Internet devono utilizzare al fine di impedire l’accesso ai
siti che diffondano, distribuiscano o facciano commercio di immagini
pedopornografiche».
L’Uit (Unione Internazionale delle Telecomunicazioni), ha
proclamato il 17 maggio «Giornata Mondiale delle Telecomunicazioni» dedicandola,
quest’anno, al tema della protezione dei minori in rete. E in questo ambito -
spiega una nota del Ministero - si svolgerà a Roma dal 18 al 20 maggio un
Meeting internazionale nell’ambito del progetto East (easy to stop it: campagna
di sensibilizzazione all’uso responsabile e sicuro dei nuovi media da parte dei
ragazzi) promosso da Adiconsum e Save the Children Italia, all’interno del
programma Safer Internet dell’Unione Europea.
Tra le diverse iniziative intraprese a tutela dei minori il ministero
ricorda, tra l’altro, la convenzione messa a punto con «Save the children», in
difesa dei diritti dell’infanzia con la realizzazione del sito
www.tiseiconnesso.it; la vigilanza sull’applicazione del Codice di
autoregolamentazione degli operatori mobili per la trasmissione di contenuti
premium e l’opera del Comitato Media e Minori, che ha il compito di dare
applicazione al Codice di autoregolamentazione sottoscritto nel 2002 da
emittenti televisive pubbliche e private, nazionali e locali, per tutelare i diritti
e l’integrità psichica e morale dei minori.
Ed ancora: la campagna itinerante «non cadere in Rete!» in
collaborazione con Moige, Polizia postale e Ministero degli Interni; la
costituzione del centro nazionale di monitoraggio della pornografia minorile
sulla Rete, l’introduzione del reato di adescamento di minori su Internet.
«Queste e altre iniziative - conclude il Vice Ministro -
rappresentano il segno tangibile dell’impegno del Governo nei confronti delle
difficili problematiche che le nuove tecnologie di comunicazione pongono,
sempre in bilico tra ’opportunità per un futuro migliorè, e ’rischio di
manipolazione o di uso distortò per i giovani e, soprattutto i minori».

L'Unicef partecipa alla Settimana della sicurezza con il suo
"Infobus"
L’Unicef partecipa alla seconda edizione della Settimana della
sicurezza in rete, quest’anno dedicata ai social network, con il suo “Infobus”
su Habbo.it. Promossa dall’iniziativa Sicuramente web di Microsoft, in
collaborazione con l’Unione Nazionale Consumatori, Abi Lab, Skuola.net, Polizia
di Stato e Polizia Postale e delle Comunicazioni e con il supporto di Dada, la
Settimana è stata lanciata il 16 maggio con un sondaggio tra gli utenti
italiani dei social network e si concluderà il 23 maggio.
Quest’anno l’Unicef ha voluto rinnovare il suo impegno in qualità
di partner dell’iniziativa, promuovendo il suo Infobus su Habbo.it, social
network frequentato da milioni di adolescenti nel mondo.
«Habbo - spiega il Presidente dell’Unicef Italia, Vincenzo
Spadafora - è un ambiente virtuale ideale, estremamente sicuro e controllato,
nel quale trova collocazione il nostro Infobus, pensato per ospitare a bordo
tutti i bambini e gli adolescenti che vogliono seguire da vicino l’operato
dell’Unicef».
L’Infobus, con
a bordo esperti Unicef e animatori di Habbo è da alcuni anni aperto ai giovani
utenti di Habbo.it due volte alla settimana, per discutere insieme ai ragazzi i
temi proposti e per mettere alla prova le loro conoscenze con avvincenti quiz.
Gli argomenti sono sempre diversi e vengono scelti tra temi di attualità, crisi
umanitarie, diritti dell’infanzia e dell’adolescenza.
